
CSA Regional Team Guides CARI Employees on Civil Service Enrollment, Dr. Karnuah Inspires Workers to Embrace the Process
Suakoko, Bong County – The Civil Service Agency (CSA) regional office team in Gbarnga, Bong County, responded to an invitation from the Workers’ Union of the Central Agricultural Research Institute (CARI) to shed light on the Personnel Action Notice (PAN). During their visit, the CSA team shared valuable insights into PAN, explaining its significance for civil servants in Liberia.
Mr. Tokpah Jaiblai, Regional Director for Bong, Nimba, and Lofa Counties, described PAN as an essential document for civil servants, playing a pivotal role in maintaining employment records. He explained that PAN ensures all personnel transactions—such as appointments, promotions, transfers, and terminations—are accurately documented and approved by the Civil Service Agency (CSA). He emphasized that PAN is instrumental in updating the automated payroll system, thereby ensuring transparency, preventing payroll discrepancies, and maintaining compliance with fiscal policies.
Mr. Jaiblai also highlighted the legal significance of PAN, stating that it is a mandatory requirement for processing personnel actions within the civil service. It promotes accountability by channeling all appointments and changes through the CSA’s administrative framework.
Adding to the discussion, Mr. Jersey Kerkulah, Administrator at the CSA regional office in Gbarnga, noted that PAN supports civil servants’ career management, facilitating promotions and benefits eligibility. He remarked, “The PAN streamlines administrative processes, making it easier for ministries and agencies to effectively manage their workforce.”
In 2024, as part of a comprehensive effort to streamline civil service enrollment, the CSA initiated a nationwide personnel audit. During this process, employees of CARI were asked to complete and submit their PAN forms to CSA headquarters in Monrovia. This initiative was crucial for ensuring all employees were formally enrolled in the Government of Liberia’s civil service system, enabling them to access the protections and benefits that accompany public service employment.
On April 3, 2025, the enrollment process advanced to its next phase with a meeting at Suakoko. The CSA regional team hosted a session under the open canopy of trees, creating an environment conducive to dialogue and community engagement. Over nearly two hours, employees were educated on PAN’s importance, annual leave policies, and its broader role in civil service enrollment. Workers had the opportunity to address questions and concerns, fostering a deeper understanding of the system.
Dr. Arthur Bob Karnuah, Director General of CARI, delivered an inspiring message to the attendees, urging every employee to diligently submit their PAN forms to secure their positions within Liberia’s civil service system. He emphasized the long-term benefits of timely enrollment, including enhanced job security and retirement protection. Dr. Karnuah encouraged workers to recognize this opportunity as a step toward fortifying their careers and future.
Mrs. Abibatu Turay Kromah, CARI Administrator, expressed her appreciation for the CSA team’s willingness to honor the invitation at short notice. She highlighted the collaboration between CSA regional officers and CARI leadership as a significant milestone in advancing administrative efficiency and employee security.
The initiatives—from the PAN audit in 2024 to the engagement session on April 3, 2025—demonstrate a steadfast commitment to ensuring CARI employees are well-informed, properly enrolled, and protected within the civil service framework. Such efforts underscore the importance of empowering civil servants with the tools they need to thrive in public service.
