CSA Director General Engages CARI Management, Underscores Role of Central Region Headquarters in Strengthening Civil Service Delivery

SUAKOKO, Liberia – The Director General of the Civil Service Agency (CSA), Dr. Josiah F. Joekai, has concluded a working visit to the Central Agricultural Research Institute (CARI), engaging its management team on the importance of the CSA’s new Regional Headquarters in Gbarnga, Bong County.

During the engagement on Friday, October 16, 2026, Dr. Joekai emphasized that the regional headquarters will serve civil servants across Lofa, Nimba, and Bong counties, providing a decentralized platform for documentation and service delivery. He noted that the facility is designed to ease the burden on employees who previously had to travel to Monrovia for routine administrative processes.

“It is grossly unfair to civil servants across the country to go to only Monrovia for documentation,” Dr. Joekai stated, urging CARI’s management to assess CSA operations and provide recommendations to strengthen service delivery at the regional level.

The CSA Director General disclosed that the Gbarnga Regional Headquarters is scheduled for completion in December 2026 and will be formally dedicated in January 2027. The complex will feature modern office spaces, conference facilities, and parking lots, serving as a model for replication in other regions of Liberia.

Dr. Joekai further revealed that the Government of Liberia is funding additional regional headquarters in Zwedru to serve Maryland, River Gee, and Grand Gedeh counties, with plans to extend similar facilities to Grand Bassa County and beyond.

Dr. Joekai expressed optimism that once operational, the regional headquarters will significantly enhance civil service efficiency and accessibility, ensuring fairness and improved delivery for public servants across the central region.

Dr. Joekai, to resounding applause, commended Mrs. Vanessa Kun-Mulbah, Human Resources Officer, for her exemplary leadership and effective management of human resource relations at CARI.

In response, Dr. Arthur Bob Karnuah, Director General of CARI, commended Dr. Joekai and his team for the initiative. He expressed hope that the headquarters will be fully equipped and adequately staffed to meet the needs of civil servants.

Dr. Karnuah further encouraged continued collaboration between CSA and CARI, noting that the handover of CARI strategic initiatives showcases that strong institutional partnerships are essential for advancing adaptive and applied agricultural research and strengthening food security in Liberia.
